In the house number 415 of Jiron Moquegua Puno city, was born poet Carlos Oquendo de Amat. This nineteenth century house where he also edited one of the most important newspapers Puno, the daily El Siglo, was declared Cultural Patrimony of the Nation and in a suspicious manner was annulled by the INC (Instituto Nacional de Cultura). Maybe write a poem without heartburn. His house in the city of Puno turned into a paradise flowing through the clouds.
